Port Clinton Council adopts two emergency ordinances in unanimous votes

Port Clinton City Council unanimously adopted two time-sensitive ordinances at its Jan. 28 regular meeting, voting 7-0 on each measure after waiving the customary three readings and retaining emergency clauses.

Ordinance 2-25 amends Chapter 139 of the city's codified ordinances. The law director summarized changes the ordinance makes to Chapter 139, including adding a clothing allowance for exempt employees (139.11), clarifying compensatory-time provisions for full-time employees not covered by collective bargaining with specified exceptions (139.12), and explicitly including exempt employees across departments (139.14). Councilor Jerry Tarolli moved to waive the three readings, Councilor Pat Hovis seconded, and the motion passed by voice roll call 7-0; the emergency clause and final adoption likewise passed 7-0.

Ordinance 3-25 authorizes the Director of Safety and Service to advertise for qualifications and enter into a contract for urban forestry planning and management services. The auditor urged adoption at first reading because the city has been awarded an Urban Forestry Grant and federal grant reviews in Washington, D.C., could affect the project timetable. Council similarly waived three readings, retained the emergency clause, and adopted the ordinance by unanimous voice roll call.

Both ordinances passed without recorded dissent. The council clerk recorded the roll-call results for each motion as: Mrs. Gillman, Ms. Phillips, Mr. Morgan, Ms. Hovis, Mr. Robinson, Mr. Tarolli and Mrs. King — yes. The ordinances' texts and any implementing schedules were not discussed further during the meeting; staff follow-up and contract procurement are expected to occur according to the city's administrative processes.
