Urbana extends Monument Square land-use agreement for 10 years; one council abstains

Urbana City Council voted June 18 to authorize a 10-year extension by addendum to the 2014 land-use agreement with Monument Square District for use and improvement of the lot at 19 Monument Square.
Director of Administration Kerry Brugger described the site's improvement and maintenance since 2014, saying the agreement extends the arrangement under similar terms. Council members asked whether the city could terminate the agreement early; Brugger said there is cancellation language but it applies if there is a violation. Director of Law Mark Feinstein clarified this is a land-use agreement rather than a lease. Council discussed non-exclusive use language permitting the city to schedule other uses when the monument district has no event scheduled.
Mr. Scott moved the resolution and Ms. Jumper seconded. Roll call showed one abstention by Mrs. Collier; the resolution passed 6-0 with one abstention. The administration will continue oversight under the extended agreement and monitor use, scheduling and compliance.
