First reading: Council considers vacating unimproved section of Richmond Street for developer petition

Director of Administration Kerry Brugger said the segment was never developed by the city and staff has worked with petitioner counsel Bryan S. Hunt on lot split and parcel clarifications. "A portion of Richmond Street was never developed by the City," Brugger said, and city staff concluded there is no public use for the described length, so vacating it "makes sense" as part of land-use clarification. Council did not act further; the measure requires two additional readings and a public hearing before final disposition.
The ordinance text identifies the vacated portion as 0.046 acres in Section 24 and 0.134 acres in Section 30 (approximately 0.180 acres total). The petitioner on the ordinance is Urbana Ohio Investors Group 2, LLC; their authorized representative is attorney Bryan S. Hunt, who is named in the ordinance language. Councilmembers thanked staff for the explanation and expressed no objections at first reading.
If advanced, the council must hold the required public hearing and subsequent readings before adopting the vacation; no vote on final vacation occurred on July 2.
