Urbana Council approves 2025 tax budget and funds to cover sludge hauling; minutes adopted

The Urbana City Council on July 2 unanimously approved its tax budget for the 2025 fiscal year and authorized an additional $10,000 to cover sludge disposal costs, council records show.
Finance Director Chris Boettcher told council the city is "looking at estimated revenue of $8.5 million and expenditures of $8.3 million for 2025," noting the annual budget exercise prepares the city for fall appropriations. On third reading, Ordinance 4429-24 was moved, seconded and passed by roll call, with five councilmembers voting yes.
On a separate Board of Control recommendation, council approved increasing blanket purchase order number 2024-00359 to Cherokee Run Landfill by $10,000 to cover sludge-hauling costs. Boettcher said the water reclamation facility land-applies sludge when possible, but "when the water reclamation facility is unable to land apply sludge, it has Cherokee haul the sludge away," adding the additional funds would cover costs if spreading is not possible after crops come off in the fall. The increase was approved on roll call, with five yes votes recorded.
The minutes of the June 18, 2024 meeting were placed on the floor and approved by a voice vote with no objections.
Council did not discuss notable public comments; none were offered. The adopted tax budget will be submitted to the County Auditor as required. No further action was taken on first-reading items on the agenda.
