Anna Council approves routine financial items; discusses sidewalks, truck-stop complaint and town-hall improvements

The Village of Anna Council on Sept. 10 approved routine procedural and financial items and heard staff and committee reports on public safety, utilities, and ongoing infrastructure concerns.
Council voted to waive the reading of the Aug. 27 minutes, approve those minutes, and to accept the bank reconciliation and financial reports; all such motions were approved on roll-call votes recorded as All Yeas. The amended agenda was also approved. These procedural approvals were moved and seconded by council members during the meeting and recorded in the minutes.
Mayor Cindy Naseman announced community events including garage sales Sept. 26–28, Trick-or-Treat on Oct. 31 from 6:00–7:30 p.m., and a Historical Society wine-and-cheese event Sept. 17 featuring films about the earthquake. She also noted a Sept. 16 public meeting being held by Franklin, Dinsmore and Jackson Townships to discuss concerns about the Anna Rescue Squad.
Administrator William Kessler said lead-and-copper testing results are in with no exceedances and that the Village has no lead service lines. He reported ongoing property-maintenance enforcement and said Mr. Freytag of Commerce Drive had retained an attorney regarding a property violation. Kessler also said smoke-testing follow-up is scheduled for Oct. 19 and that he will provide the accepted plat related to a disputed platted road.
Fiscal Officer Stacy Meyer said a new F&M Bank utility account will be used starting Oct. 1; the US Bank stock account has been opened and will be liquidated; F&M Bank credit cards have been ordered. Grass-and-weeds assessments totaling $1,320 were sent to the County Auditor and outstanding checks from Feb. 2024 and prior will be converted to the unclaimed money fund. Fraud training is due Sept. 29 and budget items for 2025 were requested.
Fire Chief Tim Bender reported the department's response to a multi-semi accident in Botkins that included a fatality. Police Chief Darrin Goudy said the Walnut railroad crossing is closed while CSX makes repairs, and that the department will post no-parking signs in areas where private-property parking complaints have arisen during football season.
In old business, council members discussed three sidewalk properties in the sidewalk program with serious concrete problems installed by Jagger Construction; the company has not yet returned to make repairs. An appointment has been scheduled for installation of brine equipment but the storage tank has not been ordered. Council noted there has been no progress on the truck-stop parking lot and that the EPA has received a complaint and will investigate. Discussion also included possible town-hall office updates, with Mark Pulfer suggesting budgeting $40,000–$49,000 for improvements; final decisions were deferred pending further information.
With no further business, a motion to adjourn carried and the meeting concluded at 7:43 p.m.
