Council funds community mural, approves art-display rules and supports youth vendor waiver

Thayne councilmembers voted July 16 to use a $25,000 Wyoming semi-quincentennial grant to commission an artist to paint the community-center wall and to allocate an additional $5,000 from town funds to cover scaffolding, preparation and sealing.
Councilmember Lenny Pelletier and Rebecca Hutchinson outlined two artist-proposal pricing options; the council chose to fund the full wall and agreed artist selection would proceed via email due to time constraints. The council also approved a rotating-display policy for artists who use the community center: displays would rotate every six months (Jan. 15 to July 15), artists must sign a liability waiver, council would have final content approval, and each artist may hold one opening reception in the fitness room.
On a separate, light-hearted agenda item, the council unanimously waived the business-license requirement for Calvin, an eight-year-old local entrepreneur, to operate a lemonade stand on town property during soccer nights; Councilmember Joe Heward advised simple requirements such as providing a garbage can for customers to use.
The council asked staff to document the mural contract and to proceed with the rotating-display policy conditions.
