On the procedural side, the packet reflects a state requirement that hearings be scheduled within 120 days of a complete application and specifies that staff shall schedule the hearing.
Commissioners pressed staff on practical effects and implementation: how the 120‑day notice requirement would work for rural DRBs that meet infrequently, how the zoning administrator’s 30‑day review of certain simple parcels would operate in practice, and whether administrative review should be limited to boundary adjustments and very small simple parcels. Staff said controversial or complex matters remain subject to DRB review and that notice and appeal mechanisms remain available under the draft language.
After discussion, Commissioner Dusty moved and Commissioner Shu seconded a motion “to accept the Home Act‑related and the optional allowed amendments as presented.” The chair announced the motion carried on a voice vote recorded as 6–0 in favor.
The vote advances the draft changes for inclusion in the town’s formal amendment packet and the public hearing process. Commission minutes record that the packet’s color‑coded edits (green = allowed, yellow = required) will be refined as staff prepares the full amendment materials and public notices.
