Planning staff presented the city’s draft annual action plan for the federal Community Development Block Grant (CDBG) program and the CDBG committee’s funding recommendations for the 2026–27 program year.
Staff said the city will receive $263,796 and outlined how the allocation would be distributed: $52,759 (20%) for administration; $39,569 (15% cap for public service) broken down as $5,000 for Heon's "Rocks and Rulers" afterschool entrepreneurship, $10,000 for Healthy Families counseling for atrisk families, $12,569 for the James House domestic-violence shelter, and $5,000 for Crater Community Hospice to support low- and moderate-income residents. The remaining $171,468 was recommended for Project Homes to rehabilitate owner-occupied, income-eligible houses (staff estimated work on eight properties).
Staff noted the CDBG committee — five councilors — reviewed applications and recommended the awards; the 30-day public-comment period on the draft begins immediately after the hearing and hard copies of the draft will be available in public locations including the assessor’s office, HRA lobby, the library and community center.
Council did not take final action at the hearing; staff invited public comment during the 30-day period.
