The Gulf Shores City Council on May 26 adopted Resolution No. 7138, replacing the City's Personnel Handbook with a fully rewritten Employee Handbook that reorganizes and updates personnel policies across dozens of topics.
The new handbook rewrites the City's personnel rules in their entirety, according to the resolution text presented at the council meeting. Key changes and clarifications included in the document cover anti-discrimination and anti-harassment policies, anti-retaliation, an updated Reporting Procedure, Americans with Disabilities Act and religious accommodation procedures, a consolidated Paid Time Off (PTO) system (merging prior vacation and sick leave policies), remote-work guidelines, expanded family and medical leave (FMLA) explanation, substance-abuse testing and a drug-free workplace policy, and information-technology and media relations rules.
Notable specifics captured in the handbook and explained to Council before adoption: PTO accrual schedules and maximum carryover caps for employee classes (maximum carryover caps are listed for Fire Rescue employees at 1,624 hours, Police at 1,247 hours, and other employees at 1,160 hours); an explicit Remote Work Policy that sets eligibility criteria and limits (for example, Department Head approval rules and an initial five-day/month informal allowance); detailed FMLA rules and procedures consistent with federal law (including provisions for intermittent leave and re-certifications); and mandatory reporting and investigation procedures for harassment and retaliation claims.
Council members voted to adopt the resolution after presentation of the handbook text. No substantive amendments were recorded during the meeting. The handbook text as adopted replaces prior policy resolutions and will be posted for employees and the public as the governing personnel document for the City.
What happens next: The Human Resources Department will distribute the new handbook to employees, apply the revised PTO accrual and carryover rules going forward, and implement the updated reporting and investigation procedures described in the handbook. Staff and residents can request the full handbook via the City website or the City Clerk's office.
