A councilor said a platform search identified roughly seven short-term rentals in town, including multiunit conversions and at least one property that neighbors said caused disturbances. Members suggested possible regulatory options that other municipalities use: requiring a license and permit, annual or periodic inspections, and rules about owner proximity or occupancy limits. “Make them have a license,” one councilor said during the exchange.
Members noted Munhall currently lacks an ordinance specifically governing short-term rentals and discussed treating unlicensed short-term rentals as regular rental properties for enforcement purposes. The planning commission and code enforcement were asked to explore definitions, enforcement approaches and potential licensing fees. No formal ordinance or vote was taken; the council agreed to continue the conversation and requested staff and the planning commission provide options and model ordinance language for consideration.
Next steps include code enforcement and planning staff researching existing practices in nearby boroughs and presenting draft options to the council for subsequent review.
