Engineer's report: grant deadlines, MS4 requirements and detour signage options for Ravine Street

KH, the borough engineer, briefed council on a range of infrastructure projects and near-term grant and bidding deadlines.
KH said the PA small water and sewer grant (2020) will expire at month-end and noted a vendor quote of $36,992.50 for five days of cleaning tied to that grant. On stormwater compliance, KH described the Municipal Separate Storm Sewer System (MS4) pollution-reduction plan revision underway to meet a 10% sediment-load reduction target; the revision is expected to be submitted by June 30.
On bridges and traffic, KH reported a detour plan for the Vine Street bridge had been sent to county and PennDOT review and that detour-signage costs vary widely: renting signs was estimated at roughly $1,400 per month while buying a full signage package would cost about $30,000. Council members discussed borrowing signs from the county or PennDOT sign shops to cut costs and testing rental placements before purchasing permanent signs.
KH also provided construction timing updates: Main Street rehabilitation’s anticipated start date slipped by one week because the light-pole foundations are delayed; Redstone Excavating is next in line for 2026 road paving and aims to begin in 2–3 weeks after completing its current project; and an Act 152 plate-removal project had been advertised with a bid opening scheduled for June 16.
Council directed staff to pursue cost options, contact county sign shops about borrowing signage, and proceed with advertising in cases where KH advised the borough was ready to bid. No construction contracts were awarded at the meeting.
