CCRPC previews FY27 Unified Planning Work Program, including travel model and wastewater study

The Chittenden County Regional Planning Commission’s Planning Advisory Committee received an informational briefing on the CCRPC FY27 Unified Planning Work Program on April 8.
Taylor Newton, CCRPC planning program director, described FY27 priorities: an update to the active transportation plan; an update to the regional travel demand model that will incorporate the newly updated housing targets and identify where further study is needed; continuation of an Infill Housing Campaign to educate the public about infill opportunities; and a Comprehensive Economic Development Strategy update due by 2028 that will involve regional collaboration. Newton said CCRPC will explore a regional wastewater study in FY27 and anticipates defining that project for FY28.
Newton also listed planned municipal assistance: Bolton zoning updates to comply with the HOME Act; staff assistance for Essex Junction to address staffing gaps; wastewater project management assistance for Jericho; an intersection study in Richmond; Shelburne Road Village Center master planning in South Burlington; and grant writing, path scoping and outreach work in Westford.
On funding, Newton said the FY27 total reflects Federal Highway Administration planning funds and that some projects were reduced to meet the budget. Paul Conner thanked staff for assembling the work plan materials. Newton did not specify dollar amounts for individual municipal projects in the meeting transcript.
Next steps: CCRPC will refine project scopes as needed for budget and federal planning fund guidance and notify municipal partners when project details are available.
