The Mapleton City Planning Commission on June 11 approved a three‑lot subdivision on a roughly 6.5‑acre parcel zoned A2 near 1600 East that had previously been designated a TDR receiving site. Staff recommended approval, saying the proposal is consistent with the zoning and the city's general plan.
Shawn, a city planning staff member, told commissioners the proposal would split the property into three lots — two new 1‑acre parcels to be created using Transfer of Development Rights — and that the existing driveway would become a dedicated public street with most of the cul‑de‑sac built on the applicant’s property. “This is a pretty simple application,” Shawn said, noting that the overall density would remain low and consistent with the surrounding area.
Commissioners questioned roadway improvements and drainage. One commissioner asked why the street would be built without curb and gutter; Shawn said the city has adopted a “rural/country lane” cross‑section for certain roads to preserve a less suburban feel on low‑traffic streets. He added that a rear portion of the lot lies in a 500‑year flood zone but that the two new lots are not in that area.
On drainage, staff said applicants must submit a drainage study and a plan showing on‑site retention. “There’ll be a drainage swale… and along 1600 East there are buried storage tanks that will handle the storm drainage,” Shawn said, adding that the city engineer will review and approve the drainage plan before final approval.
The applicant, identified in the record as Larvin of Elevate Engineering, offered to answer questions and thanked the commission for their work. Commissioner Colagrossi moved to approve the application subject to the Development Review Committee (DRC) comments being addressed; Commissioner Graham seconded. The commission approved the motion by voice vote.
The approval is conditioned on the applicant addressing DRC comments and meeting any requirements identified by the city engineer in the drainage review; the record did not include a roll‑call vote or names attached to vocal “aye” responses.
