Plain City council approves series of ordinances, resolutions and lease extensions; schedules April zoning hearings

The council voted to take Ordinance 03-2025 from the table, approve it and declare an emergency; the ordinance extends the moratorium on cultivation, processing and retail sale of adult-use cannabis within the village. Council also approved Ordinance 05-2025, which amends the codified ordinances to prohibit cultivation, processing and retail sale of recreational marijuana in Plain City.
Council approved Resolution 10-2025, authorizing the sale of village property, and passed a series of personnel-related resolutions: Resolution 11-2025 to establish a Communications Manager position, Resolution 12-2025 to amend the Accounting Clerk job description, Resolution 13-2025 to amend the Development Manager job description, and Resolution 14-2025 to establish a Facilities Technician position. According to the minutes, each of these motions passed "all in favor."
On contracts, the council approved a motion to extend the five-year lease with McCoy Heating and Air Conditioning for the property at 231 Friend Street; the motion passed unanimously. Council also set public hearings for an amendment to the mobile vendors code (ZC-24-8), an amendment to the Planning & Zoning Commission code (ZC-25-1), and a multi-parcel rezoning along Rickard Road and US-42 (RZ-24-2), all scheduled for April 14, 2025.
A separate administrative vote to approve the Feb. 10 council minutes passed with four yeas and two abstentions (T. Harriman and J. Sintz), per the meeting minutes.
The council introduced Ordinance 06-2025 on first reading, authorizing the issuance and sale of bonds in a maximum principal amount of $1,255,000 for refunding bonds related to construction of an outdoor municipal swimming pool; that ordinance was presented as a first reading only. The meeting concluded after two brief executive sessions and an adjournment at 7:29 p.m.
