Council delays cannabis moratorium vote; introduces ordinance to ban recreational cultivation and sales

The Plain City Council on Feb. 10 decided to table the second reading of Ordinance 03-2025, which would extend a moratorium on the cultivation, processing and retail sale of adult-use cannabis, and recorded a first reading of a separate ordinance that would prohibit cultivation, processing and retail sale of recreational marijuana within village limits.

Council members determined they could not adopt Ordinance 03-2025 with an emergency declaration at the Feb. 10 meeting because five affirmative votes would be required and several councilmembers were absent. M. Terry moved to table the second reading to the Feb. 24 meeting; the motion passed by unanimous voice vote of those present.

Separately, the council introduced Ordinance 05-2025 on first reading to amend Chapter 724 (Cultivation, Processing or Dispensing of Medical Marijuana) to prohibit recreational cultivation, processing and retail sales in Plain City. As a first reading, no final action was taken; the item remains pending future consideration.
