CCRPC staff finds Champlain Apartments (Holiday Inn) Act 250 application in conformance; committee approves comment letter

Regina Mahony told the Joint Executive & Finance Committee on April 1 that the Act 250 application by Champlain Apartments LLC (the Holiday Inn redevelopment at 1068 Williston Road in South Burlington) had been downgraded from a major to a minor application and that South Burlington’s Development Review Board had approved the project.
Mahony reported CCRPC staff had reviewed the application and found no anticipated traffic impacts and that the proposal complies with Criterion 9(L) and is in conformance with the Planning Areas of the 2018 Chittenden County Regional Plan. Chair Mike O’Brien asked whether right-of-way needs should be addressed now; Mahony said the ongoing I-89 2050 study (Exit 14 assessment) is in early stages and therefore not a basis to require additional right-of-way at this time. Transportation Program Manager Eleni Churchill added that any major improvements would be long-term and not yet tangible for right-of-way acquisition.
John Zicconi moved and Chris Roy seconded a motion to approve the letter to Rachel Lomonaco, District Coordinator; the motion carried unanimously. The minutes record the committee approved transmitting the recommended letter as CCRPC staff presented it.
