The Fremont City Council voted to purchase roughly 20.90 acres (parcel P2701‑39‑527) adjacent to Substation D for future electric generation, gas supply interconnection and water needs to support emission controls, utility staff said.
Utility General Manager Jeff Shanahan told the council the parcel was selected because it sits adjacent to a 69 kV transmission line, crosses the city’s natural‑gas line and has a nearby 12‑inch water main—features the utility said are critical to co‑locating new generation and any associated water/pressure assets. Shanahan said the city is evaluating generation types (reciprocating internal combustion engines or aeroderivative turbines), noted the site’s operational advantages (separation from existing generators and proximity to a planned NPPD transformer upgrade), and said an RFP and engineering procurement will follow acquisition.
Council discussion acknowledged the per‑acre price ($50,000/acre) and the strategic value of having gas and electric infrastructure on the parcel. The motion to approve the purchase passed 7–1. Shanahan said future steps include advancing an RFP for generation options, engaging engineers for plant and interconnection design, and returning to council for approval of major procurement and construction contracts.
