The Fremont City Council approved a design contract with Shimmer Associates for $327,600 to complete architectural and engineering work on a multi‑phase renovation of the municipal (city hall) building.
Staff said the design work covers the basement, first and third floors (the second floor was renovated earlier this year) and will address HVAC, electrical upgrades, code deficiencies and use of the current drive‑through footprint. The selected firm was the lowest qualified proposer after competitive solicitation, staff said, and will be required to produce a phasing plan and a detailed cost estimate so construction can be prioritized to fit the capital improvement plan and available utility funding that supports the project.
Council members asked whether design for a full project would force construction beyond available budget; staff replied that the design will include phased options and cost breakouts, and that construction would be limited to elements that fit the adopted budget unless council chooses to reallocate CIP funding in the future. Council approved Resolution 2026‑056 (motion carries 8–0).
Next steps: the selected design firm will produce full design documents, a phasing plan and construction cost estimates; staff will return to council with recommended phasing tied to the city's CIP and available utility contributions.
