Planning commission deadlocks on recommendation for proposed zoning amendments including duplex lot-width change

City Engineer Kelli Scott told commissioners the ordinance was drafted based on direction provided during the April 8 joint meeting with the City Council and Planning & Zoning Commission. City Clerk Lisa Goodin flagged that a footnote appeared to be missing from Section 165.24.4 and questioned the legal standing of park land dedication language in the Robins Landing Developer’s Agreement.
Ms. Scott proposed reducing the minimum lot width requirement for duplexes in the R-3 zoning district from 90 feet to 80 feet. Commissioner Jay Goodin said he opposed the ordinance and described the proposed amendments as overly broad and as appearing to address issues raised by a single developer. Chairperson Tim O’Hara said he generally supported the ordinance but would not support reductions to minimum lot width requirements. Commissioner Matt Mitzel asked whether a Planned Unit Development (PUD) could provide an alternative approach; Ms. Scott said implementing a PUD would require establishing a new zoning district. Planning & Zoning Administrator Vance McKinnon noted that residents had previously appeared before the City Council in favor of seven-foot side-yard setbacks.
A motion by Todd Roberts, seconded by CJ McDonald, to approve Resolution No. 2026-5 recommending Ordinance No. 2609 to the Robins City Council was defeated. Roll call: Matt Mitzel – Aye; Jay Goodin – Nay; CJ McDonald – Aye; Todd Roberts – Aye; AJ Hester – Nay; Tim O’Hara – Nay. The meeting record states the motion "failed due to lack of majority approval." No further procedural action on Ordinance No. 2609 was recorded at the meeting.
