Commissioner Lee moved to approve the April 4, 2023 meeting minutes; Commissioner Whitman seconded and the motion carried. The board held a public hearing and second reading on Ordinance 2023-02, a calendar-year measure to exceed municipal budget appropriation limits and establish a cap bank. The public hearing produced no comments; Commissioner Whitman moved to adopt the ordinance, Commissioner Lee seconded, and the ordinance was adopted by unanimous roll call vote, according to the minutes.
The commissioners also completed first readings on two additional ordinances. Ordinance 2023-03 would add a new chapter titled “Lead-Based Paint” and was approved on first reading (public hearing/second reading set for May 16, 2023). Ordinance 2023-04 would amend Chapter 62 (Traffic and Vehicles) and was approved on first reading (public hearing/second reading set for May 16, 2023).
On resolutions, the body approved Resolution 2023-69 (authorizing the 2023 municipal budget be read by title only), Resolution 2023-70 (payment of bills for April 2023), Resolution 2023-71 (authorizing a shared-service agreement with the New Jersey Transit Corporation for installation and maintenance of bus shelters), and Resolution 2023-72 (authorizing execution of a contract with the Audubon Borough administrative support staff). The public hearing on the municipal budget (Resolution 2023-73) was opened and closed with no public comment; Commissioner Whitman moved to approve the budget and Commissioner Lee seconded. The minutes record that the 2023 municipal budget was approved by unanimous roll call vote.
Commissioner Lee offered no items during commissioner reports, saying in the minutes only, “No news is good news.” Commissioner Whitman praised the budget and the street repairs under way, saying, “Well done on the budget Jack and Dave.” Borough Administrator David Taraschi responded to a question about trash cans for bus stops, saying the Borough is responsible and that he would make sure trash cans are installed.
The meeting was opened twice for public comment; no members of the public spoke. Commissioner Whitman moved to adjourn, Commissioner Lee seconded, and the meeting adjourned at 7:12 p.m. The minutes were attested by Municipal Clerk Danielle Ingves and later approved on May 2, 2023.
