Planning staff provided a detailed walk-through of the planning and zoning portion of the April 21 agenda, highlighting a mix of active cases, withdrawn applications and requests to reschedule hearings.
Item 10.1 concerned a request for a special-use permit by Barry Dunlop/Paradigm Engineering Services for about 6 acres of a larger 22-acre parcel to permit a self-storage facility. Staff said the planning commission recommended denial and that the applicant previously asked to postpone to engage the community but staff had received no update.
Staff also briefed the board on a board-initiated rezoning of approximately 63 acres from R40 to R20 near Pea Ridge Road (off Reinhart College Parkway) and related proffered conditions. A commissioner requested an executive session to discuss pending litigation related to that rezoning; the chair agreed the board may legally meet in executive session on the matter.
Other cases discussed included: case 2,603,005 (Richard Dethridge for Joel Richard Enterprises) seeking rezoning of a 1.5-acre orphan lot from AG to R40 (planning commission recommended R60); Bow Trail 5 (Greg Larkin) requested postponement to May 5 while staff awaited a revised site plan; two scheduled public hearing items (a daycare modification off Bells Ferry Road and a subdivision entrance issue on East Cherokee) were withdrawn; and a Reed Street board-initiated rezoning was presented with several concurrent variances to allow two single-family homes on small lots surrounded by the city of Canton.
Board members pressed staff on whether Reed Street lots could be served by septic or required sewer; staff said the RA district normally requires sewer but these particular lots are on septic and have environmental health approval. Commissioners also questioned lot sizes (some reported near 10,000 square feet) and compatibility with surrounding high-end neighborhoods.
What’s next: Several items will be rescheduled for public hearings on May 5 or May 19 per staff’s presentation; staff will return with requested site-plan revisions or additional details where applicants sought postponements or withdrawals. The board agreed to move into executive session later in the meeting to discuss property, personnel and pending litigation connected to planning matters.
