The Jasper County Board of Supervisors moved into a closed session Tuesday, June 2, to evaluate the professional competency of Senior Nutrition Director Kelli Van Manen, citing Iowa Code Sections 21.5(1)(i) and 21.5(1)(a).
Supervisor Cupples made the motion to enter closed session, and Chairman Nearmyer seconded. The board recorded YEA votes from Cupples, Nearmyer and Talsma to approve entering the closed session.
The motion cited Iowa Code Section 21.5(1)(i), which allows personnel evaluations to be discussed in closed session when disclosure could cause needless and irreparable injury to an individual’s reputation and that the individual requested a closed session, and Iowa Code Section 21.5(1)(a), which permits review of records that state or federal law requires to be kept confidential.
After conducting the closed session, Supervisor Talsma moved and Supervisor Cupples seconded a motion to come out of closed session; the minutes record YEA votes by Nearmyer and Talsma for that motion. The board then approved a motion by Talsma, seconded by Cupples, to adjourn the special meeting; the recorded YEA votes were Nearmyer and Talsma.
The meeting opened at 1:00 p.m. and listed Supervisors Cupples, Talsma and Nearmyer as present. The minutes were attested at the end of the record by Deputy Auditor Teresa Arrowood and Chairman Thad Nearmyer. The transcript and minutes do not disclose the substance of the closed-session discussion or any personnel determinations.
