Bolivar council approves picnic seating, shed placement and $1,950 tree-removal contract

The council voted to approve Resolution R-8-2024, granting temporary permission for two picnic tables and four benches on the sidewalk area of 157 Canal Street between April 1 and Oct. 31, contingent on the property owner signing a hold-harmless indemnification and meeting ADA requirements. The motion was made by President Will Bellinger and seconded by Pancoe; the roll call was Bellinger yes, Diveley no, Nussbaumer yes, Pancoe yes, and White yes.
Council also passed Ordinance O-17-2024, allowing the Bolivar Main Street Association to place and maintain an 8-by-12-foot shed on village parcel No. 37-00160-001. The motion to pass was made by Bellinger and seconded by White; the roll call was Bellinger yes, Diveley yes, Nussbaumer no, Pancoe yes, and White yes.
As an emergency measure the council approved O-18-2024 to contract with Mast Tree Service to remove trees on Water Street and in the village cemetery at a total cost of $1,950. The funding and award language were presented during the meeting as the council prepared to finalize the contract in legislation.
These votes followed routine procedural actions earlier in the meeting, including approval of the July 11 minutes and authorization of July bills totaling $74,016.11.
Why it matters: These approvals clear temporary public-space arrangements and authorize maintenance work affecting village-owned property and pedestrian sidewalks. The shed placement involves use of village land by a local association; the emergency tree-removal contract will proceed immediately.
