Bolivar council approves October bills, small capital items and disposal process framework

The Bolivar Village Council on Nov. 7 approved its October bills totaling $89,653.84 and authorized a set of small capital and administrative expenditures.
Finance committee recommendations approved by the council included authorizing up to $500 (recommended from ARPA funds) for frame cleaning and salt guard undercoating on a dump truck; approving an amended quote of $1,396 for office furniture for the mayor; and approving $1,815.20 for renovation of the Village Hall bathroom. Motions passed on roll call votes with Diveley, Oberlin, Pancoe and White voting yes.
Council also discussed disposal of outdated and obsolete equipment. Solicitor Steve Babik noted Ohio Revised Code 721.15 allows disposal of items deemed obsolete, unfit or unneeded with no value without legislation; Babik prepared a draft ordinance template to list items (including serial numbers, values and explanations). Council voted to discard non-electronic obsolete items immediately by voice vote and to log electronic items for future roll-call consideration under the forthcoming ordinance.
No large budget reallocations were approved at the meeting; council members said they would revisit the mayoral $1,000 discretionary allowance at the December meeting if necessary.
