Union council waives park fee and ratifies ARPA EMS grant; other votes at a glance

At its Feb. 23 meeting the council unanimously waived a $75 Community Park fee for a July 4 block party hosted by Union Love and adopted Resolution 26-01 to ratify $66,691 in ARPA-funded EMS grant expenditures; the council also approved the Subdivider's Agreement for Parliament Place (see separate report).
Union City Council took several formal actions on Feb. 23, 2026, that resulted in unanimous votes on routine items and a split vote on a subdivision agreement.
Park fee waiver: During public comment Karen Weaver of Union Love asked the city to waive the $75 Community Park rental fee for a July 4 block party tied to the nation’s 250th anniversary. Mayor O'Callaghan moved to waive the fee for July 4 from 3 p.m. to 6 p.m.; Mr. Bruns seconded, and council members all concurred. City staff reminded the group that vendors must obtain Montgomery County health permits.
Resolution 26-01 (ARPA grant): Clerk Denise Winemiller reported the Union Fire & EMS Department received a $66,691 grant in 2024 from the Ohio Ambulance Transportation Impacted Industry Grant program (ARPA-funded) to offset Fire and EMS personnel costs; the funds were expended and reported in 2024. At the request of the Ohio Office of Budget and Management, Council adopted Resolution 26-01 to document acceptance and expenditure of those funds. Mr. Bruns moved to amend the agenda to include the resolution number and then moved its adoption; both motions passed unanimously.
Other formal action: Council also approved the Subdivider's Agreement for Parliament Place (vote 5–2); that action is the subject of a separate article.
