At its June 11 meeting the Richmond County Board of Supervisors recorded several formal actions across budget, regulatory and appointments matters.
Budget and appropriations: the board adopted the FY27 appropriation resolution, appropriating the adopted FY27 budget in full with the exception of monthly appropriations to the Department of Social Services and the Richmond County School Board (to be appropriated monthly). The board also approved monthly appropriation requests for July 2026 (Social Services: $85,000; School Board: $2,367,30x approximate) and accepted a series of supplemental appropriations to cover sheriff overtime and body‑camera shortfalls, EMS overtime and vehicle repairs, one‑time audit costs and other operating overages. Several motions included recorded dissent; the meeting minutes note one or more supervisors saying "I opposed" during roll calls on discrete supplemental items.
Policy waivers and local regulation: staff asked and the board approved authority for county administration to issue one‑year economic‑hardship waivers to food vendors to allow them to exhaust existing expanded polystyrene (styrofoam) supplies before switching packaging in response to the upcoming state ban. Staff will notify affected businesses and coordinate town‑wide outreach.
Appointments and regional boards: the board appointed county staff (County administrator) to represent the county on the Community Criminal Justice Board and agreed to follow up on an IDA vacancy; the board also approved other board seats where nominees were identified and consented.
Capital and program direction: supervisors directed staff to pursue a recommended revenue anticipation note (see separate article) and approved a motion to reallocate approximately $300,000 budgeted for a battery‑storage project toward ambulance procurement if needed; that motion carried with one recorded objection. Staff were asked to pursue procurement options, investigate refurbishing an older ambulance as an interim measure and work within grant opportunities where available.
Meeting minutes and voting notes: the transcript records motions, roll‑call prompts and several instances where individual supervisors stated opposition. The minutes do not include a fully itemized, member‑by‑member tally for every vote in the transcript; agencies or staff will provide the official roll‑call record with final minute numbering.
