Engineer: bids set for water-main work; pump-station repairs and SRF submittals in progress

The Village of Saint Charles received an update from Austin of Spicer on water-system projects and pump-station repairs during the council meeting on June 12.

Austin said the pre-bid meeting for the Eastbell/Clinton/Walnut/Cherry phase-two water-main project was optional and attracted two attendees; five entities are listed as plan-holders and the bid opening is scheduled for Friday, June 26. "That bid opening is set for Friday, June 26th," he told the council. Austin said a letter of recommendation will be prepared for the July council meeting and that Mark (the clerk) will handle the recommendation while Austin is on vacation.

On grant funding, Spicer submitted SRF project plans for both projects after technical issues and is awaiting confirmation, likely in the fall. Austin cautioned there is no firm SRF timeline: decisions may depend on the number of applications the funding authority receives.

The council also discussed pump-station work. Staff reported the village has ordered two transducers and a bypass pump was obtained to maintain sewer service while the second sewer pump is repaired. The bypass rental from Thomas Township saved the village about $9,000 a week while repairs proceed. The engineering consultant said final punch-list work and hydro excavation remain before project closeout; the grant reimbursement deadline is Sept. 1, and the village is targeting August to finish invoices and close out the work.

Council members asked for code and contract notes to be provided at the next meeting. The consultant said timing for SRF award notifications remains uncertain, and the village will monitor announcements and plan next steps when the funding authority responds.
