ROCKWELL CITY, Iowa — The Calhoun County Board of Supervisors voted unanimously Feb. 25 to merge the county’s EMA/E911 director role with the zoning director into a single full‑time position.
The board approved a 40‑hour position with an annual salary of $66,560 and a work schedule split between four days per week as the EMA/E911 director and one day per week as the zoning director. The motion to combine the positions was made by Cory Ridgely, vice chair, and seconded by Scott Jacobs; the vote was recorded as "ayes all."
Shane Voith, the county’s E911/EMA director, participated in the discussion alongside Mike Moeller, assistant to the engineer and the county’s zoning and floodplain administrator, and Jeff Fistler, who was present for the conversation. The board also voted to rescind a January 25, 2022 board motion referenced in the minutes that had discussed future restructuring of zoning, environmental health and nuisance compliance positions contingent on retirements.
The board did not record any dissent in the meeting minutes. The change consolidates two functions under a single hired official; county documents submitted at the meeting specify the salary and the 4‑to‑1 breakdown of EMA/E911 versus zoning duties.
