District staff and counsel told the River Ridge Board on Aug. 27 that newly adopted state legislation (HB 7013) requires special districts to establish annual goals and report performance measures and standards.
Mrs. Adams, Mr. Pires and Mr. Adams described the requirement and proposed general performance measures for FY2025 focused on community communication and engagement, infrastructure and facilities maintenance, and financial transparency and accountability. The initial report is due Dec. 1, 2025, must be posted on the CDD website, and was added to the district’s Key Activity Dates list. On motion by Supervisor Kurt Blumenthal, seconded by Supervisor Robert Twombly, the board approved the proposed Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form.
The board's action establishes an internal framework for measuring progress on the identified categories and ensures statutory compliance by the Dec. 1, 2025 deadline.
