Dennis officials report wastewater permit milestone and demolition bids as town projects move forward

Town Administrator Liz told the Dennis Select Board on Sept. 10 that the town has received a draft groundwater discharge permit from the Massachusetts Department of Environmental Protection, a major milestone in the town’s wastewater project that will accompany a ballot question at the Oct. 8 special election.
Liz said the town held a third public outreach workshop for the wastewater project and that the recorded session is available on Channel 8 and the town’s wastewater Wednesday Facebook page. She said general‑contractor bids for project work are expected to be opened “likely on the 17th,” and that subcontractor bids came in slightly below the engineers’ estimates.
The administrator also briefed the board on two town properties the select board has funded through prior articles. For the Wixon property, Liz said the town has spent $62,851 on vandalism cleanup, utilities, historic‑artifact preservation and elevator inspections; asbestos abatement is estimated at $647,000, and a fuel‑tank removal quote is about $30,092. She said a number of due‑diligence tasks remain — including a phase‑1/phase‑2 environmental assessment and septic evaluation — and that $142,239 remains uncommitted in the funding article.
On demolition work at 187 Upper County Road (the former Catholic church), Liz said five bids were received, ranging from $229,700 to $377,000, substantially below earlier estimates; staff are reviewing the low bidder’s references and submittals and will recommend an award if the bidder is responsible and qualified.
In response to questions, Liz reiterated that the wastewater article is on the Oct. 1 special‑town‑meeting warrant and that the associated ballot question will appear on Oct. 8. She urged residents to attend town meeting and vote on the matter.
The administrator also noted a mass traffic advisory: Route 6A will close from Scargo Hill Road to Suiswet Neck in Dennis beginning Sept. 4 for culvert replacement, with closures extending through April 2025; local access for residents within the closed segment will be maintained.
The select board did not take a final vote on project authorizations during the report but heard the updates and accepted the filings for upcoming warrant articles and procurement steps.
