Converse County approves $18.8 million Jenne Trail award, grant and change orders for road projects

Converse County commissioners on Feb. 17 approved multiple road-construction contracts and related funding actions intended to advance county road projects.
Commissioner Rick Grant moved to approve a High-Risk Rural Road Program (HRRRP) subrecipient grant agreement with the Wyoming Department of Transportation/Highway Safety Office for rumble strips and pavement markings. The grant runs through Dec. 31, 2027, totals $109,500 and includes a 9.51% local match; the motion was seconded by Donald Blackburn and carried.
HDR Engineering representatives recommended award of Jenne Trail Phase 3 to Croell, Inc. as the apparent low bidder. Commissioner Donald Blackburn moved to approve the Notice of Award in the amount of $18,774,070; Commissioner Trent Kaufman seconded and the motion carried. The board also approved Amendment No. 2 to the Jenne Trail Phase 2 contract to add Advanced Geotechnical Services and administrative expenses for $148,989.50, increasing that contract total to $1,813,315.99.
Road & Bridge staff requested and the board approved change orders to keep construction moving: Change Order No. 1 from Buckley Powder Co. modifies blasting scope to increase blasting by 200,000 tons with mobilization cost of $3,750, $2,000 per blast and per-ton blasting-pattern costs as presented. The board also approved Change Order No. 1 from B&B Aggregates to add an additional 100,000 to 200,000 tons of gravel to be crushed at the original contract price and extended crushing activities to June 1, 2026.
Commissioners also approved draft amended policies for the Road & Bridge Safety Reimbursement Program and policy language for Safety Year, PPE and appearance guidelines, as presented.
The board recessed into executive session under W.S. 16-4-405(a)(vii) to discuss potential site selection or purchase of real estate; the meeting reconvened with no action taken.
Next steps include execution of the Jenne Trail contract documents and implementation of the HRRRP grant work by Road & Bridge; the county directed staff to proceed with posted contract adjustments.
