Northfield council delays action on marijuana dispensary ordinance after unanswered questions

The Village of Northfield council heard the third reading of Ordinance No. 2023-67 on March 13, 2024, which would amend Chapter 889 of the Codified Ordinances governing medical and adult-use marijuana cultivators, processors and retail dispensaries. Law Director Brad Bryan read the ordinance by title and said Version 2 would limit the number of dispensaries in the village to one.
Adam Thomarios, chief executive officer of Klutch Cannabis, introduced himself during the remonstrance period and invited questions. Councilmember Renell Noack said she had received written answers from the company’s Director of Communications and Compliance, Mr. Nischt, and had forwarded those responses to other members of council but doubted all had time to review them before the meeting.
Because several members had not reviewed the written responses, council elected not to take action on the ordinance at the March 13 meeting; no vote on Ordinance No. 2023-67 was recorded. Council preserved the ability to revisit the ordinance at a future meeting once members have had a chance to review the submitted materials.
The hearing record shows the ordinance in two versions and the explicit policy change in Version 2 (a one-dispensary limit). No formal amendment or motion to adopt was made during the session, and no timetable for the next consideration was set at the meeting.
