Northfield council approves insurance, garbage-storage rules and cadet agreement; parks ordinance adopted but delayed

At its June 26 meeting the Village of Northfield council voted on four pieces of legislation. Below are the actions, vote counts and key procedural notes.
Resolution No. 2024-21 — Emergency resolution authorizing the Mayor to contract for the Village’s insurance policies through Wichert Insurance Agency and specified carriers. Council suspended the three-reading rule (motion by Gary Vojtush, second by Alan Hipps) and then adopted the resolution (motion by Kevin Lewis, second by Gary Vojtush). Roll-call votes were unanimous in each motion; outcome: adopted.
Ordinance No. 2024-22 — Emergency ordinance establishing sections 660.19 and 660.20 of the Village General Offenses Code on residential garbage storage and unauthorized removal. Law Director Brad Bryan read the title; Council suspended three readings and adopted the ordinance by unanimous roll call; outcome: adopted.
Ordinance No. 2024-23 — Emergency ordinance amending Chapter 1064 to add rules of conduct for playgrounds and parks that would bar nonresidents who are not guests of Village residents from using Village parks. Council suspended three readings (motion by Renell Noack, second by Kevin Lewis; roll call passed 4–1 on the suspension) and then voted 3–2 to adopt the ordinance. Note: the ordinance did not obtain the higher vote threshold required for emergency enactment, so it will become effective 30 days after the mayor signs it.
Resolution No. 2024-24 — Emergency resolution authorizing the Mayor to enter into a police cadet agreement with Alec Barker. Council suspended the three-reading rule (motion by Renell Noack, second by Gary Vojtush) and adopted the resolution by unanimous roll call; outcome: adopted.
