Committee recommends loan and GPD contract to create citywide storm‑sewer model

Wastewater Superintendent Ed Haller told the Storm Water Committee the city spent funds in 2025 to begin I&I (inflow and infiltration) work in the sanitary system, and that a comparable effort is needed for the storm network. He said a loan agreement would fund metering, modeling and mapping of the storm system so the city can analyze performance during rain events and plan pipe resizing or other fixes where necessary.
"This will allow them to see what is going on with the storm system under rain event conditions," Haller said, explaining the work will be performed by GPD Group under a separate agreement. Haller said the financials are split across different budget centers—Utilities and Storm Water—but the work will be coordinated.
Committee member Paul Marnecheck moved to recommend approval of the loan agreement (Ordinance 26‑15); the motion was seconded by Matt Coleman and carried 3‑0. The committee also recommended approval of the agreement with GPD Group (Ordinance 26‑16) by the same margin.
Why it matters: A citywide hydrologic/hydraulic model will give Engineering data to prioritize capital work, reduce flood and backup risks, and guide long‑term investments in storm infrastructure.
What’s next: Both recommendations will be forwarded to City Council for approval; Engineering will coordinate GPD’s metering and modeling work.
