At its Jan. 20 meeting, the North Royalton Finance Committee voted to advance multiple ordinances to the council agenda after reviewing project and procurement details.
Finance Director Jenny Esarey reviewed Ordinance 26-22, an amendment to the 2026 appropriations covering Phase 2 of streambank restoration, FEMA grant-funded purchases of SCBA equipment, an advance/repay arrangement from the General Fund for streambank work, a $3,500 Mayors Court software expense that exceeded estimates by $117, and a final payout related to the Big Creek/Sprague Road Thornhurst project with NEORSD. Committee members voted to move the ordinance to council by a 3-0 vote.
Esarey also presented Ordinance 26-23, a quarterly "then and now" report of purchase orders over $3,000 for the fourth quarter of 2025 required by Ohio Revised Code 5705.41(D); the committee voted to move the ordinance to council.
On Ordinance 26-24, Esarey explained the city procures electricity for Wastewater Plants A & B outside NOPEC because the plants high usage precludes NOPEC participation. The committee reviewed a 48-month fixed-rate proposal from Atlantic Energy at $0.0789 per kilowatt-hour; Esarey noted the 2022 rate had been $0.0605/kW. Members discussed contract terms that limit early termination and the contract language that could allow pursuit of a lower blended rate if market prices drop; the committee voted to move Ordinance 26-24 to council.
