Sewer district awards Cedar Estates basin contract; city to seek resident easements for Applewood and Wildwood

The Northeast Ohio Regional Sewer District has awarded the Cedar Estates basin contract to Tucson Inc. of New Philadelphia, Ohio, and the company has received a notice to proceed, City Engineer Matt Glass told the North Royalton Storm Water Committee on Feb. 3.
Glass said the contract allows one year for completion but the sewer district anticipates finishing the work around Sept. 27, 2026. He said mobilization is starting and that early February activity is likely to be limited to site mobilization, grading and clearing sediment; heavier earthwork is expected once crews are fully mobilized.
Glass also said that resident easements tied to the Applewood and Wildwood projects have been signed and will be presented to council for approval to execute. The easements include a temporary construction access easement through an area by the wastewater plant (referred to as “B”) and a permanent easement on a city parcel just south of the plant. Glass said the Wildwood vacation process is moving forward and that the sewer district will coordinate with the city to obtain final resident signatures on necessary documents and the vacation plat.
Finance Director Jenny Esarey told the committee that easements typically begin with committee discussion and are then carried forward as legislation for council approval. Vice Chair Paul Marnecheck said the committee can provide a forum for further dialogue with residents before legislation is drafted.
No committee votes on the easements or vacation plat were recorded at the Feb. 3 meeting; the items were described as forthcoming items that staff will present to council.
