The board approved two administrative corrections to prior Round 1 awards on a voice vote and heard a DECD presentation that the agency received 128 Round 8 applications requesting approximately $482,000,000.
The Presenter told the board that the quarterly report had been sent to members in advance and highlighted recent and upcoming project ribbon cuttings. “We provided the quarterly report to everybody electronically in advance of the meeting,” the Presenter said. The report noted the completion of Sheldon Oaks Central and the MLK Apartments in Hartford and scheduled ribbon cuttings for Tremont Flats in Meriden on June 16, Concord at Dixwell on June 19 at 4 p.m., and Oak Grove in Norwalk on June 29 at 10 a.m.
On a procedural motion, Representative Candelora moved to approve two technical changes affecting Round 1 awards; Senator Duff seconded. The Presenter described the first change as shifting a Round 1 award to Rebuilding Together Hartford so that the organization — instead of a fiduciary (the Prosperity Foundation) — can administer grant funds for two related applications concurrently. The second adjustment would allow the Economic Development Corporation of New Haven, which the Presenter said has since established itself as a nonprofit, to continue accessing awarded funds administratively without an external fiduciary agreement. The chair asked for a voice vote; the ayes prevailed and the technical changes were adopted. The board directed that the amendments be referred to the State Bond Commission for its approval.
The Presenter summarized the Round 8 application pool: “DECD received a 128 applications requesting $482,000,000,” and said 46 organizations used an abbreviated reapplication process representing about $188,000,000. He added that 14 projects — representing approximately $73,000,000 in requests — were reapplications for projects that had already received partial funding, and that the round included about 70 new applications.
The board also reviewed the schedule for Round 10: posting to the public on Oct. 26, applications due Dec. 4, and materials to be provided to the board on Feb. 3 in advance of the March board meeting. No substantive dissent or amendments were recorded during the discussion. Mr. Alvarez moved to adjourn, Mr. Buckley seconded, and the chair adjourned the meeting at 10:12 a.m.
The actions taken at this meeting were administrative in nature; no new policies or funding awards were finalized at the meeting itself, and the technical changes will require State Bond Commission approval before taking effect.
