Council delays decision on road access for Mountain Estates subdivision
Summary
The council delayed action until Feb. 11 after hearing safety, traffic and fiscal concerns about allowing access from Vista West Drive to the Mountain Estates subdivision; staff were asked to produce a town-engineer road study and a Finance Advisory Board cost–benefit analysis.
Mr. Izatt, who presented the Mountain Estates access request, asked the Town Council on Jan. 14 to approve a road connection from the development onto Vista West Drive. Council members raised safety and fiscal concerns: Councilman Rok said the access point had poor lines of sight, Councilman Toolson flagged traffic impacts and Councilman Merrill questioned septic and well placement.
Mayor Buyers noted that town code allows the assessment of an impact fee and told the council the Planning Commission had already recommended denying access. Council member questions included whether the subdivision would provide property-tax benefit; the transcript records that it would not, and Mr. Izatt responded that annexation could change that fiscal picture.
Council asked for more information before deciding. Mayor Buyers moved to delay action until the Feb. 11 work session and directed staff to have the town engineer prepare a road-safety/study and the Finance Advisory Board prepare a cost–benefit analysis; Councilman Rok seconded and the motion passed with all ayes. The discussion closed with council members noting that Lincoln County requires two access points for subdivisions and that Mr. Izatt currently has two access points without Vista West access.
The council did not take a final vote on permitting access at the Jan. 14 work session; the matter will return to the Feb. 11 work session with the requested engineering and financial analyses.
