Council approves planning, financial and equipment measures; accepts grant
Summary
At its May 5 meeting University Heights Council approved site plan and demolition for 2530 Claver Road, accepted a NOPEC grant of $30,221, authorized a $19,552 Mannik & Smith work order for water-main administration, extended the Spalding lease for Suite 105, approved a rubbish-truck purchase via lease financing, and passed parking-fine revisions and a fireworks-sale prohibition ordinance.
University Heights City Council approved multiple routine and substantive items on May 5, including land-use approvals, contract authorizations, grant acceptance and equipment financing.

- One-year lease extension for Suite 105 at 2245 Warrensville Center Road (Spalding Leasing Office): authorized with no rent increase. (SEG 016)
- Resolution 2025-22 authorizing a 15-year, 50% Community Reinvestment Area tax abatement for portions of John Carroll University’s Gateway North project: council approved the agreement and noted required school-district notification was completed. (SEG 017–018)
- Ordinance 2025-17 authorizing purchase of a new rubbish truck and tax-exempt lease-to-own financing with One Magnolia, LLC: approved; council noted early payoff and financing options can be addressed in Finance Committee. (SEG 028)
- Ordinance 2025-13 revising parking-violation penalties (graduated fines): approved. (SEG 029)
- Ordinance 2025-19 accepting a $30,221 NOPEC Energized Community Grant for 2025: approved; no specific project is yet designated. (SEG 030–036)
Items not approved or deferred:
- Ordinance 2025-21 (award of the 2025 yard abatement contract to Liberatore Landscape Construction LLC): council voted against approving the award and subsequently rejected all four bids, directing staff to rebid. (SEG 037–042)
