University Heights council approves fund transfer, salt contract and reimbursements; tables fireworks ban

University Heights City Council approved several administrative and procurement actions during its April 21 meeting and moved other items for further review.
On roll call, council approved Ordinance 2025-18 to transfer and advance funds between the General Fund and the Street Improvement Fund; Finance Director Dennis Kennedy said the action will correct a prior advance and leave $100,000 in the Street Fund for upcoming 2025 street bids. Council suspended the rules and approved the ordinance on a unanimous roll call.
Council authorized payment of $15,741.74 to the Cleveland Water Department to reimburse unspent funds tied to the Traymore Road water-main replacement project. The motion was made by Vice Mayor Michele Weiss and passed on roll call with all voting “aye.”
Service Director Allen Pennington asked council to participate in the Ohio Department of Transportation (ODOT) salt contract for the 2025 winter season. Council approved Resolution 2025-15 authorizing participation and a request to purchase 2,500 tons of road salt; the motion passed unanimously.
Council also addressed several other items: Ordinance 2025-17 (purchase and financing of a new garbage truck) was placed on first reading after discussion about lease-to-own costs and potential prepayment penalties; Ordinance 2025-13 (parking-fine increases) was placed on first reading to allow implementation time; and Ordinance 2025-07, which would prohibit fireworks manufacture and sale, was tabled and referred to the Planning Commission for further review.
Administrative minutes were approved for previous meetings: Special Council Minutes of March 31, 2025 were approved (motion by Winifred Weizer; Mr. Cooney and Mrs. Weiss abstained), and Council Minutes of April 7, 2025 were approved unanimously (motion by Christopher Cooney). The meeting adjourned at 8:07 p.m.
