Commissioner Susan Hamilton and DCF Chief Financial Officer Steve Francis described the lapse amounts as the result of provider‑driven program closures for day treatment and community‑based prevention. "The children that were served in that program were transitioned to other existing day treatment centers," Hamilton said, and DCF staff said they had not seen interruptions in service.
Representative Nolan asked whether day‑treatment capacity across the state remained sufficient; Hamilton replied that DCF believes capacity is sufficient and offered to provide the committee with a distribution map of existing programs. Committee members also pressed on ARPA‑funded augmentations and whether those had been sustained; Hamilton said some gap funding had been used for one year and that ongoing funding had been included in the budget.
The motion to approve FAC 2026‑12 was moved and seconded and approved by voice vote.
