Airway Heights board hears progress on Sunset Park project; several park grants advance

J.C. Kennedy, Airway Heights Parks & Recreation director, told the Park Advisory Board on May 8 that the department received the full $100,000 state Recreation and Conservation Office Local Park Maintenance (RCO LPM) grant for Sunset Park and that construction is underway.
The grant, which requires no local match and must be completed by June 30, 2025, will address maintenance backlogs at Sunset Park. Kennedy said the probable total project cost is approximately $432,541 and that the city contracted SPVV Landscape Architects for grant administration and design support; council later authorized a $27,000 contract with SPVV for grant administration through construction. City Council authorized award of the construction contract to Bozco Construction LLC and approved the purchase of a Shelter #1 replacement structure from Northwest Playground Equipment Inc. for $309,643.51. Staff issued a notice to proceed in early April, and crews have removed roof structures from Shelter #2 and Shelter #3, with visible rot to Shelter #1 support posts reported by staff.
The board received a status update on Highland Village Park: Mr. Best said he has been working with Community Frameworks and the landscape contractor to obtain corrected as-built documents; turf planted late last fall did not establish and is overrun with weeds. No timeline for remediation was provided in the minutes.
Shorty Combs Park remains under the $200,000 city authorization approved in November 2021. Expenditures reported in the minutes were $107,292.80 in 2022 and $7,357.21 in 2023, leaving $85,349.99 remaining. A.M. Landshaper completed its contracted portion of the work and staff handled site grading, removal of old ball-field posts and debris, reseeding, and monument sign engraving; staff anticipate reporting a project closeout at the June meeting.
Kennedy also listed pending grant applications: a WWRP Local Parks grant seeking $316,137 toward a $451,625 Sunset Park pathway renovation and electrical panel additions, and a Community Outdoor Athletic Facilities (COAF) pre-application for AHRC field space and parking that requested $1,200,000 of a $1,263,744 project. The minutes state the AHRC COAF pre-application was selected to move to the final round and scored eighth among 48 applicants in the Northwest Region; staff noted the final application deadline is late June.
The board did not record any motions changing budgets or authorizing additional city match funds in the minutes for these projects. The next procedural step noted in the minutes is a planned closeout report for Shorty Combs Park at the June meeting and anticipated final grant application work for the COAF opportunity.
