Botkins council introduces CRA agreement, proposes alcohol rules for Carousel Days and names 9-1-1 representative

The Village of Botkins on Jan. 28 held first readings of three measures: a Community Reinvestment Area agreement with Double C Properties, an ordinance to permit alcohol on designated streets during Carousel Days, and a resolution appointing Mayor Lance Symonds to Shelby County's 9-1-1 review committee. Mayor Lance Symonds and Village Administrator Randy Purdy reported that council read three new measures by title at the Jan. 28 meeting, beginning their formal consideration but taking no final votes.
The first is Ordinance No. 26-03, described as a Community Reinvestment Area agreement with Double C Properties, LLC. Administrator Purdy said the agreement is on the agenda for council consideration; Attorney Jason This indicated he has the materials for a related land sale and a closing date is being arranged. No motion to adopt was recorded at the meeting.
The second item, Ordinance No. 26-04, would permit the consumption of alcoholic beverages on certain designated streets during the village's Carousel Days event. Purdy said the measure is on tonight’s agenda for first reading; council did not vote on final passage.
The third item, listed as Ordinance/Resolution No. 26-05, would appoint Mayor Lance Symonds as the municipal representative to the Shelby County 9-1-1 program review committee. Purdy said Shelby County requested emergency passage of the appointment, but with only a limited number of council members present the village could not adopt it as an emergency and instead read it as a first reading with the intent to consider waiving the remaining readings at a future meeting.
Council also listed, for second reading, Ordinance No. 26-01 (levying assessments for sidewalks, curbs and certain approaches) and Resolution No. 26-02 (declaring the necessity of that work). No votes on those second-reading items were recorded in the minutes.
The measures will return for further consideration at a subsequent meeting; council did not adopt or reject any of the items during the Jan. 28 session.
