Rock Springs council approves multiple contracts, including $76,434 street maintenance agreement

Rock Springs, Wyo. — The City Council approved a slate of resolutions and contracts during its Sept. 17 meeting, ranging from a street maintenance contract to consulting and benefits agreements.
Resolution 2024-136 authorized a contract with R & D Sweeping and Asphalt Maintenance, LLC in the amount of $76,434.20; the motion carried with Councilor Rob Zotti recorded as abstaining. Resolution 2024-140 approved a contract form with Fremont Motor Company in the amount of $68,466.63; that resolution passed unanimously.
The council unanimously approved Resolution 2024-137, an Amendment One to the Joint Powers Water Board Pump Station 2019 project agreement with the Wyoming Water Development Commission. It also approved Resolution 2024-139, a service agreement with Merchant McIntyre & Associates, LLC; Mayor Max Mickelson said the agreement "has proved to be a great return on investment," and City Clerk Matthew L. McBurnett said the firm will help pursue state or private grants.
Resolution 2024-138 established a memorandum of understanding with BerryDunn (Berry, Dunn, McNeil & Parker, LLC); Councilor Brent Bettolo asked why the engagement was extended, and JJ Syvrud, Interim Director of Parks and Recreation, replied that the engagement period was moved to late May–early June to cover a larger event window. Resolution 2024-141 approved a statement of work and master services agreement with Willis Towers Watson for health and benefits brokerage services.
Where abstentions were recorded, they were noted in the meeting minutes; no motions failed during the roll call on these resolutions. The contracts and agreements will proceed to execution by Mayor Max Mickelson and City Clerk Matthew L. McBurnett as authorized in each resolution.
