Airway Heights to Rebuild Sunset Park Shelters after $100,000 RCO Grant

Kennedy reported that Airway Heights received the full $100,000 RCO Local Parks Maintenance grant to address failing shelter structures at Sunset Park; shelters 2–3 will be reconstructed and Shelter #1 bid as a replacement alternate amid a projected $432,541 probable cost and council-authorized contracts.
Parks & Recreation Director J.C. Kennedy said Airway Heights will reconstruct two shelter roofs and replace siding on a storage building at Sunset Park after the city received the full $100,000 award from the Washington State Recreation and Conservation Office (RCO) Local Parks Maintenance grant program.
Kennedy told the Park Advisory Board that a preliminary assessment by consultant SPVV Landscape Architects found Shelter #1 is beyond repair and that Shelters 2 and 3 show extensive dry rot, poor welds and inadequate support that do not meet modern structural expectations. He said the project description submitted to RCO excludes Shelter #1 as a repair item and instead lists it as a replacement alternate for bidding.
The nut graf: the city secured the maximum available grant and is moving forward with council-authorized contracts and construction. Council approved the application and later authorized awarding construction work; a Notice to Proceed was issued to Bozco Construction on April 4, 2024. Project administration and grant assistance work was contracted to SPVV for a not-to-exceed administration agreement; listed SPVV invoices and other permit and advertisement costs were reviewed by the board.
The reconstruction scope described to the board includes removing existing sheet-metal roofing, trusses and compromised support beams on two 24-by-28 shelters; installing new structural beams and trusses, metal roofing, roof sheathing, roofing felt, and finished ceilings and soffits; and replacing rotted siding on the storage building. Shelter #1 will be acquired as a replacement unit under a separate quote from Northwest Playground Equipment Inc. and added as a bid alternate for public-safety reasons.
Kennedy presented cost figures: the packet lists a probable total project cost of approximately $432,541. The council-authorized contract amounts and procurement actions recorded in the board materials include a contract award authorization and executed quote references; the board reviewed SPVV invoices (including a $27,000 contract for project administration) and multiple AH Building Department permit invoices. The board minutes and attachments show advertising and bid timelines, and a March 29, 2024 bid opening was listed.
The board was not presented with opposing views during the update. The next procedural steps described were permit issuance pending payment of AH Building Department invoices, final bid award formalities and construction administration under SPVV, with construction work starting after the city’s notice to proceed.
Actions and next steps: Council-authorized procurement and a Notice to Proceed to the contractor were reported; staff will proceed under the grant agreement and the SPVV administration contract. The board packet lists estimated expenditures and invoices that will be reconciled through the city’s capital expenditure accounts.
