Upper Hanover approves road, materials and maintenance contracts; board flags Morton Salt delivery gap

Upper Hanover Township’s Board of Supervisors on Feb. 10 approved a package of road and maintenance contracts and recorded a continuing delivery problem with Morton Salt.
Manager Anne W. Klepfer recommended accepting a roadside tree maintenance bid; during review Chair Steven Rothenberger identified an arithmetic error on the bid sheet and the Board approved the contract with CS Kalb Tree & Landscape LLC for the corrected total of $17,300 (motion by Ben Fiorito, second Stefan Laessig; unanimous). The Board also approved a conference-room AV quote from Ed’s TV for $3,692 (motion by Tim Woodward, second Stefan Laessig; 4-0).
On road materials and pavement work, the Board awarded the 2026 stone contract to Martin Stone Quarries (estimated $40,575 for plant pick-up or $54,545 delivered; motion Tim Woodward, second Stefan Laessig; unanimous). Supervisors rejected all bids for paving materials opened March 10 (motion by Ben Fiorito, second Tim Woodward; carried 4-0) and accepted a COSTARS quote from H&K Group, Inc. for paving materials (estimated $224,500; motion Ben Fiorito, second Tim Woodward; approved 4-0). The Board accepted Yarnall Paving, Inc.’s bid for equipment work (estimated $59,250) and accepted Sacks & Sons, Inc. for milling and related services at the hourly rates recorded in the minutes (motions carried 4-0).
Klepfer also reported the Township has not received a Morton Salt delivery since early January; she said the consortium is working to resolve the issue and has engaged an attorney to assist. The minutes do not record further direction or a timeline for resolution.
The Board approved each contract and entry by recorded motion; most votes were unanimous. Supervisors set the next regular meeting for March 10, 2026.
