Upper Hanover supervisors adopt subdivision, stormwater changes, approve solar project agreements and multiple property actions

At its April 14, 2026 meeting the Upper Hanover Township Board of Supervisors adopted Ordinance No. 2026-03 amending subdivision and stormwater rules, approved waivers and developer agreements for the UMJA solar project, adopted resolutions vacating an abandoned right-of-way and authorizing electricity procurement via online auction, and approved several easements and memorial road closures.
The Upper Hanover Township Board of Supervisors on April 14, 2026, adopted Ordinance No. 2026-03, which amends Chapter 425 (Subdivision and Land Development) and Chapter 415 (Stormwater Management) of the township's codified ordinances. Solicitor Zachary Sivertsen introduced the advertised hearing materials and there were no public comments before the board voted 3-0 to adopt the ordinance.
The board also approved multiple items related to a proposed UMJA solar project. On a motion by Timothy Woodward, seconded by Dottie Diehl, the board adopted Resolution No. 2026-18 affirming specified waivers from the township's stormwater ordinance, confirmed a waiver of land development for the project, approved revised plans and authorized execution of developer agreements, all by 3-0 votes.
In the Solicitor's report the board adopted Resolution No. 2026-16 to vacate an abandoned right-of-way known as Perkiomen Street at the request of Jason and Nicole Markley so the parcel can be added to their deed description. The meeting record shows the board also approved several real-estate agreements and easements (Nester right-of-way dedication and compensation; Jason and Nicole Markley temporary construction and maintenance agreement; Larry and Debra May easement for Kings Ward Drive; and a 509 Fairview Street right-of-way easement) on motions that passed unanimously.
Floor and fleet items approved included a $2,235 change order for an EM Kutz truck body and authorization for staff to solicit proposals for lawn and turf maintenance. The board agreed to invite the Prothonotary's Office to present the Hope Card Program at the June regular meeting.
On new business the board adopted Resolution No. 2026-19 authorizing the Township Manager to participate in an online auction for electricity supply services. The supervisors also declined Pennsburg Borough's invitation to meet about regionalizing police services; the record shows all three present supervisors opposed participating, citing satisfaction with Pennsylvania State Police coverage, concern that participation could alter the township's tax schedule, and the example that the first regional police department was later dissolved.
The board authorized requested road closures for a Sons of American Legion 9-11 Memorial Service procession (Main Street from 663 to 4th Street) and temporary closures for a Memorial Day procession to New Goshenhoppen Church. The meeting adjourned at 8:06 PM; the next regular meeting is scheduled for May 12, 2026, at 7:00 PM.
