Contractor proposal filed after crew frees frozen FST cover; repairs delayed until spring

Plant staff told the WPCA that on Jan. 7 Spectrum Environmental and subcontractors successfully freed a stuck FST tank cover, but work required removing or shaving three haunches to free the lid. The contractor submitted a repair proposal of about $34,000–$36,000 to restore three haunches and remove debris that had fallen into the tank.
Plant Superintendent Terrence Donoghue said one haunch had to be removed by jackhammer and two others were shaved to allow the cover to be moved. Staff indicated a stainless-steel fabrication option for the haunch repairs would be the least expensive of three proposals. The Spectrum proposal was forwarded to the WPCA’s insurance adjuster, Darren Toff, who will present it to CIRMA for possible coverage.
Cold weather has frozen water in the FST tank cone, preventing repair work until thaw in late April or May and requiring interim pumping of unthickened sludge from another tank. Staff will monitor costs and inform the board if submittal of expenses to CIRMA becomes necessary.
