The proposal includes construction of an approximately 1,291-square-foot addition to accommodate new stainless-steel silos; an approximately 6,368-square-foot addition to create four drive-through receiving bays; additional pavement for truck circulation; and associated stormwater-management improvements. The applicant said the project would use a proposed bio-retention basin to address increased impervious surface area, and because of soil conditions, stormwater would be managed via underdrain systems connected to the existing discharge point to meet DEC stormwater regulations.
The board moved to declare lead agency for SEQRA review, voted unanimously (Ayes: 5), and instructed staff to refer the proposal to the Fulton County Planning Board and notify involved agencies. A public hearing was scheduled for March 3, 2026, at 4:00 p.m. for further review. Board Member Chandra Cotter moved to declare lead agency; Board Member Terri Easterly seconded.
