Oak Park MAC hears cell‑tower planning, coordinates on water‑tank construction and honors VCSD Captain Brent Kerr

The Oak Park Municipal Advisory Council met March 22 and handled routine business while taking up several local planning and public‑safety items.
Jan Osterhaven, assistant to Ventura County Supervisor Linda Parks, told the MAC that staff provided cost estimates for an Oak Park Area Plan update to add new standards for siting future cell towers in Oak Park and to update obsolete Ventura County General Plan zoning for the area. The briefing followed public comment from Susan Myers of the Morrison Homeowners Association, who said residents were unhappy with the appearance of a T‑Mobile installation at the Kilburn water tank and called for a law restricting cell‑tower height in Oak Park.
Michael Paule, a MAC member, reported on Triunfo Sanitation District plans for a new water tank and said a contractor for the project may be hired at the district's next board meeting; Paule urged coordination between the county's upcoming work on Kanan Road and the TSD construction. Paule also asked the MAC to consider extending an existing no‑parking zone on Deerhill Road after a morning traffic accident that he said involved a parked car near the Kanan Road intersection.
The MAC presented an engraved award and a County of Ventura resolution to Ventura County Sheriff's Department Captain Brent Kerr in recognition of his service as head of East County Patrol Services; Derek Ross, the council chair, praised Kerr as "a phenomenal leader" and thanked him for his partnership with the community. MAC members Michael Paule and Mike Mc Reynolds also expressed appreciation for Kerr's responsiveness and outreach efforts. The award segment included notice of a March 31 community forum on drug abuse to be held at Thousand Oaks High School with resources for parents and community members.
On committee business, Michael Paule said the Standing Landscape Committee will meet March 29 to decide how to replace four pine trees lost in a recent storm on Bowfield; the committee expects to present a proposal about adding solar lighting at the monument sign on Kanan Road at a future MAC meeting. Derek Ross read a written report from Jay Kapitz on Santa Susana Field Lab community group activity; Paule noted that the Triunfo Sanitation District and the Landscape Committee will have booths at Earth Fest on April 16 at Oak Park High School.
Routine procedural motions passed unanimously: the agenda was adopted 3‑0 (motion by Mike Mc Reynolds, seconded by Michael Paule), the minutes of Feb. 22 were approved 3‑0 (motion by Mike Mc Reynolds, seconded by Derek Ross, with corrections), and a motion to adjourn carried 3‑0 (moved by Mike Mc Reynolds, seconded by Michael Paule). The meeting adjourned at 7:57 PM; the MAC scheduled its next meeting for 7:00 PM on April 26, 2011.
